The mosque was designed by the architect Mohamed Saleh Makiya in collaboration with Quad Design, based in London and Muscat. The construction took six years to complete.

The mosque is a popular tourist attraction, open for visits daily from 8:00 AM to 11:00 AM. It houses a library and a lecture hall and features architectural designs that include various artistic styles such as Moroccan zellige, Mughal murals, corridors, domes, minarets, expansive gardens, and water fountains. A variety of materials were used in its construction, including wood, marble, stained glass, murals, and copper decorations.

The mosque is built on a site covering 416,000 square meters, with the main structure spanning an area of 40,000 square meters. It was officially inaugurated by Sultan Qaboos bin Said on May 4, 2001.
