The terms of reference of the General Secretariat for National Celebrations are: organizing popular events and celebrations related to tours and high visits, events, festivals and performances held on national occasions, supervising them and following up on their implementation, developing a vision and preparing the program for National Day celebrations in coordination with the competent authorities, submitting what is reached to the Council of Ministers for approval, setting the timetable for the opening of government development projects, supervising the celebrations held in their regard, and proposing the names of the personalities sponsoring those celebrations,  In coordination with the competent authorities, and submitting them to the Council of Ministers, for approval, and preparing financial budgets for holding national celebrations in coordination with the authorities participating in developing perceptions and programs for national celebrations, and taking the necessary action in this regard, and coordinating with the units of the administrative apparatus of the state and other public legal persons and private sector institutions on the financial budgets submitted to participate in the celebrations, and producing artistic works such as national anthems, songs and folk songs for all celebrations.
